The PSC oversees telephone numbering, registers telecom providers, and regulates some parts of the provider-to-provider industry. The PSC does not regulate most retail rates of telecommunications providers in the state.
In order to ensure that all state residents have access to telecommunication service, the PSC established a state Universal Service Fund (USF). The PSC assesses providers for the USF, designates eligible telecommunication carriers and administers programs to ensure universal access.
