Lifeline Outreach Grant Program

Overview​

The Lifeline Outreach Grant program is a grant program funded by the Universal Service Fund pursuant to W​is. Admin. Code § PSC 160.063 and authorized by the Commission in its Order​. 

The Commission may award up to $250,000 in grants under this program on a fiscal year basis. The Lifeline Outreach Grant Program is currently organized under two tracks: Outreach and Education, and Research and Resource.

​Who is eligible to apply​

  • Eligible applicants under both tracks are:
    • Non-profit organizations
    • Community-based agencies
    • Political subdivisions, including tribal governments
  • Eligible applicants under the Research and Resource track only are:
    • ​For-profit businesses
    • Universities
    • Other institutions of higher learning

PSC Gr​ants System​

To apply for a PSC administered grant, applicants must submit an application using the PSC G​rants Syste​m​​​.

  • Projects & Reimbursements in the Grants System​
  • All 2025 Lifeline Outreach Grant Project Reports must be completed in the PSC Grant System.

    Full project reporting requires the submission of three reports over the one-year grant performance period (2 Interim Project Status Reports and 1 Final Project Summary Report).

    Interim Project Status Reports – each consists of two documents:

    • ​2025 Lifeline Outreach Interim Status Report Event Log - 2025 LLG Events excel file to be downloaded in advance, completed as a separate file, and uploaded to the PSC Grant System in Question 1 of each Interim Status Report.
    • 2025 Lifeline Outreach Interim Status Report - Report Sample for View Only. The reports can only be filled out in the PSC Grants System.​
    • ​​ ​​​​Reporting Schedule

            Interim Status Reports are due biannually, resulting in 2 reporting periods. Each interim project status              report covers activities from the preceding 6 months:

      • S1 – Due January 15, 2026 (7/1/25 – 12/31/25)
      • S2 – Due July 15, 2026 (1/1/26 – 6/30/26)

    Final Project Summary Report – consists of a single document summarizing the project.

    • 2025 Lifeline Outreach Final Report – Sample Report for View Only – will be available by May 2026
    • Reporting Schedule
      • Once at the end of the performance period (covers all activities from 07/01/2025 – 06/30/2026)
      • Due: July 31, 2026
