Application Summary
Overview
American Transmission Company (ATC or applicant) is seeking approval to construct two new substations, named the Jupiter and Cosmos substations, and multiple new transmission lines to interconnect the new substations to existing facilities. Each substation would have a 33.5-acre site. Two new double-circuit 345 kilovolt (kV) transmission lines would connect ATC’s existing Paris-Arcadian 345 kV line (W-30) and Pleasant Prairie-Arcadian 345 kV line (PLPL81) to the new Jupiter and Cosmos substations. New 138/345 kV double-circuit transmission lines would interconnect the new Cosmos substation to ATC’s existing Mount Pleasant substation. The project would also require a new 345 kV single-circuit transmission line, which would be designed for an ultimate double-circuit configuration, to interconnect the new Jupiter substation to ATC’s existing Mount Pleasant substation. The Proposed Route would be 3.6 miles in length including a total Right-of-Way (ROW) of approximately 152 acres. The Alternative Route would be 3.7 miles in length including a total of 159 acres of ROW. The Common Route would be 6.0 miles in length including a total of 171 acres of ROW. The routes are occurring almost entirely within new ROW, ranging between 0 percent shared and 3 percent shared with existing ROW depending on the route.
Applicant stated need
The project is needed to support multiple large new load additions within the Electronics and Information Technology Manufacturing Zone (EITMZ) requested by We Energies in southeastern Wisconsin.
Estimated cost
The applicant stated that the estimated project cost would be approximately $593.8 million if the proposed route is selected and approximately $621.9 million if the alternative route is selected.
Project location
The project would be located in the Villages of Yorkville, Mount Pleasant, and Sturtevant in Racine County, Wisconsin.
Proposed schedule
- The applicant submitted the application to the Commission in July 2024.
- If approved, the applicant anticipates construction for this project to begin in November of 2025 and be completed by December of 2026 for the transmission lines, and by June of 2028 for the new substations.
Statutory Review
The Project is categorized as a
Type II action under
Wis. Admin. Code § PSC 4.10(2). The Commission will prepare an EA for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the Environmental Assessment (EA) is complete that will determine whether the preparation of an Environmental Impact Statement (EIS) is necessary.
