Application Summary

Over​view

Madison Gas and Electric (MGE or the applicant) is seeking approval to construct a solar energy generating facility with a generating capacity of 20 megawatts (MW) alternating current (AC) plus a 40 MW battery energy storage system (BESS) in the City of Fitchburg in Dane County. The entire project area that was evaluated is approximately 0.20 square mile, of which, the proposed project arrays, BESS, and associated infrastructure would require 125 acres. The major components of the proposed project include PV panels, power conversion units, inverters, approximately 2 miles of underground 13.8 kilovolt (kV) collector circuits, and a BESS. MGE is seeking a Certificate of Authority (CA) and all other approvals required to construct the 20 MWAC project, BESS, and other necessary related facilities.

Applicant Stated Need

This project is needed to meet MGE's carbon goal of 80% CO2 emissions reduction by 2030 from 2005 levels, so additional renewable resources are required.

Estimated Cost

The applicant has stated that the estimated project cost would be approximately $111.8 million.

Project Location

The applicant proposes to construct this project on 125 acres of land in the City of Fitchburg, Dane County, Wisconsin.​

Proposed Schedule

  • ​The applicant submitted the application to the Commission in May 2024.
  • If approved, the applicant anticipates construction for this project to begin in March 2025 with an estimated completion date of October 2026.
Statutory Review​

The solar electric generation facility is a Type III​ action under Wis. Admin. Code § PSC 4.10(3). The battery energy storage system (BESS) is a Type II​ action under Wis. Admin. Code § PSC 4.10(2)​. ​The Commission will prepare an Environmental Assessment (EA) for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the EA is complete that will determine whether the preparation of an Environmental Impact Statement is necessary. Comments on this preliminary determination will be accepted and considered before a final determination is made. At the time of the preliminary determination, the Commission shall make copies of the EA available to those persons that request it.
