Application Summary

Overview

Wisconsin Electric Gas Operations (WE-GO), doing business as We Energies, is seeking approval to construct a new 33-mile natural gas transmission pipeline in southeast Wisconsin. The project is new construction that consists of a 24-inch and 30-inch steel 650 pounds per square inch gauge (psig) maximum allowable operating pressure (MAOP) transmission main to tie supply and load together from the existing WE-GO Bluff Creek Liquified Natural Gas Facility to the combined Oak Creek and Elm Road Generating Station (ERGS) campus. The proposed project is described as having two potential routes, “Route A" and “Route B".  Approximately 7 percent of the gas pipeline on Route A would be located within public road right-of-way (ROW), and approximately 5 percent for Route B. Some private land would be utilized for the gas pipeline ROW.  The typical proposed permanent easement width is 50 feet; however, the final proposed easement widths along the proposed routes will be finalized during the easement negotiation process.  The proposed project would also include the following associated infrastructure:

  • Installation of five valve assemblies
  • Improvements to an existing gate station
  • Installation of a new district regulator station
  • Replacement of 2,287 feet of existing 16-inch pipeline with 2,833 feet of 24-inch pipeline
  • Installation of a 126 foot 6-inch and a 126 foot 20-inch pipeline to the proposed Oak Creek liquified natural gas (OCLNG) facility
  • Installation of additional gas service lines and turbine meters to serve the proposed Oak Creek Combustion Turbine (OCCT)

Applicant stated need

The purpose of the proposed project is to provide additional firm deliverability of natural gas to southeastern Wisconsin which will, in part, provide additional required firm natural gas service to Wisconsin Electric’s proposed Oak Creek Combustion Turbine (PSC docket 6630-CE-317) , the proposed Paris Reciprocating Internal Combustion Engine (RICE) generation facility (PSC docket 6630-CE-316), and subsequently to the Elm Road Generating Station (ERGS) after enhancements are made that will allow ERGS to operate completely fueled by natural gas​.

Estimated cost

The applicant has stated that the estimated project cost is $210,942,310 for Route A and $217,093,529 for Route B.

The project would be located within Kenosha, Milwaukee and Racine Counties, Wisconsin.

Proposed schedule​​

  • The applicant submitted the application to the Commission in October 2024.
  • ​If approved, the start of construction is planned for late 2026, with anticipated completion by the end of 2027. 

Statutory Review​

This natural gas lateral is a Type II​ action under Wis. Admin. Code § PSC 4.10(2)​. ​The Commission will prepare an Environmental Assessment (EA) for this project that will evaluate the routes​ of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the EA is complete that will determine whether the preparation of an Environmental Impact Statement is necessary. Comments on this preliminary determination will be accepted and considered before a final determination is made. At the time of the preliminary determination, the Commission shall make copies of the EA available to those persons that request it.​
