Application Summary

Overview

Red Oak Ridge Energy Center LLC (Applicant), a wholly owned subsidiary of Invenergy Clean Power LLC is seeking approval to construct a natural gas-fired simple-cycle combustion turbine-based large electric generating facility that will generate up to 1,186 megawatts (MW) in the Town of Paris, Kenosha County.
 
Major components of the project include five, 242 MW gas turbines and hydrogen-cooled generators and associated 345 kilovolt (kV) transmission tie-lines.  Project infrastructure would also include water tanks, electrical interconnection, stormwater and wastewater management systems and other support facilities. 

The applicant provided two possible locations for the project, the Proposed Site and the Alternative Site.

The Proposed Site would be located east of and along 120th Ave and I94 between Route 142 and 12th Street. It would have a total permanent footprint of approximately 40 acres with another 4.5 acres of transmission line right of way.  An additional approximately 12 acres would be temporarily disturbed during construction.  This facility would connect to the transmission system at a new switchyard constructed along the Pleasant Prairie – Arcadian and Arcadian – Zion 345kV transmission lines.  Water to be used at the Proposed Site would be sourced from the Village of Somers Water Utility.

The Alternative Site would be located at the intersection of County Line Rd. and 172nd Ave, adjacent to the Paris Solar facility.  The total permanent footprint would be approximately 26.7 acres and transmission line right of way would total between 22 and 25 acres.  An additional approximately 42 acres would be temporarily disturbed during construction at the Alternative Site.  This facility would connect to the transmission system via a Gen-Tie Line between 1.34 - 1.63 miles long, depending on location.  Water for the Alternative Site would be supplied by a new, high capacity well.​

Applicant stated need

This project is proposed by an independent power producer. Therefore, the need for the project is not reviewed by the Commission.

This project is proposed by an independent power producer. Therefore, the Commission does not review the project cost. The cost to Wisconsin utilities and ratepayers would be reviewed if the facility or power from the facility is purchased by a Wisconsin utility.

Proposed schedule​

  • The applicant submitted the application to the Commission in December 2025.

  • If approved, the proposed construction for this project is anticipated to begin in October 2026 with an estimated completion and operation date of June 30, 2030.

The proposed project is categorized as a Type I​ action underWis. Admin. Code § PSC 4.10(1). ​An Environmental Impact Statement (EIS)​ must be prepared.​
