Application Summary

Overview

American Transmission Company (ATC or applicant) is seeking approval to construct a double-circuit 138 kV (kilovolt) transmission line from ATC’s Elkhart Lake – Saukville 138 kV existing line to the Plymouth Utilities’ Plymouth #5 Distribution Substation (current PSC application under review, see docket 4740-CE-106 for more information) in the towns of Lyndon and Mitchell in Sheboygan County. The​ proposed project route is approximately 7.0 miles including a total of 68.0 acres of Right-of-Way (ROW). The alternative route is 8.2 miles including a total of 80.5 acres of ROW. The major components of the proposed project include the previously listed mileage of 138 kV transmission line, and the installation of two 138 kV line breakers and voltage transformers, one station service voltage transformer, bus disconnect switches, and a control enclosure at the Plymouth #5 Distribution Substation. ATC is seeking a Certificate of Public Convenience and Necessity (CPCN) and all other approvals required to construct the double-circuit 138 kV transmission line and other necessary substation facilities. ​

Applicant stated need

The project is needed to ensure reliable electric service to a new load interconnection request received by Plymouth Utilities and to improve Plymouth Utilities’ distribution reliability.

Estimated cost

The applicant has stated that the estimated project cost would be between $33.5 – $39.2 million, depending on the route selected.​

Project location

The project would be located within Sheboygan County, Wisconsin.

Proposed schedule​

  • The applicant submitted the application to the Commission in January 2024. 
  • If approved, the applicant anticipates construction for this project to begin in August 2025 with an estimated​ completion date of December 2025.​
Statutory Review​

The Project is categorized as a Type II action under Wis. Admin. Code § PSC 4.10(2). The Commission will prepare an EA for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the Environmental Assessment (EA) is complete that will determine whether the preparation of an Environmental Impact Statement (EIS) is necessary.​​
