Application Summary
Overview
Pigeon River Energy Center, LLC, a wholly owned subsidiary of NextEra Energy Resources, LLC, is seeking approval to construct a solar energy generating facility with a generating capacity of 175 MWAC (megawatt alternating current) in the City of Clintonville and the Towns of Matteson and Larrabee in Waupaca County, Wisconsin. The project study area that was evaluated is approximately 2,012 acres, of which, the proposed project arrays make up 640.06 acres, and the alternative project arrays make up 176.5 acres. The major components of the proposed project include solar photovoltaic (PV) panels, inverters, approximately 26.01 miles of underground 34.5 kilovolt (kV) collector circuits for the primary facility and potentially an additional 11.65 miles for the alternate facility area, a 175 MWAC four-hour battery energy storage system (BESS), a 138kV project substation, an approximately 0.33-mile 138 kV gen-tie transmission line to connect the project substation to the existing distribution grid, access roads, and an operation and maintenance building. The proposed project includes seven proposed array areas and seven alternative array areas. Array areas can be seen in the project map.

This project is proposed by an independent power producer. Therefore, the Commission does not review the project cost. The cost to Wisconsin utilities, and ratepayers, would be reviewed if the facility or power from the facility is purchased by Wisconsin utilities.

Proposed Schedule
- The applicant submitted the application to the Commission in September 2026.
- If approved, the applicant anticipates construction for this project to begin in Q2 2028 with an estimated completion date of Q4 2029.
The proposed project is categorized as a
Type II action under Wis. Admin. Code § PSC 4.10(2). The Commission prepared an Environmental Assessment (EA) for this project that evaluated the location of the project and its potential environmental, community, and private property impacts. The Environmental Assessment found that the construction of this project is unlikely to have a significant impact on the human environment. Therefore, the preparation of an EIS is not required.
