Application Summary
Overview
Wisconsin Electric Power Company (WEPCO) is proposing construction of a new electric generation facility with a total nameplate capacity of 128 Megawatts. Major components of the project include seven Reciprocating Internal Combustion Engine (RICE) units (18.8 MW each), which would all operate with natural gas. The project facilities would also include accessory structures for water preparation and storage, fuel storage and handling, electrical interconnection, and other support functions. The RICE units would be interconnected to the existing Paris substation. Water for nitrogen oxide control and closed cooling would be provided by the existing plant well water supply system. WEPCO has provided a proposed site layout and an alternative site layout for the Commission’s consideration.
Applicant stated need
The proposed project is needed to provide additional capacity and energy resources to meet energy demand obligations in the 2026 timeframe.
Estimated cost
The construction cost of the proposed project is currently estimated at $279.6 million without Allowance for Funds Used During Construction (AFUDC). Capital expenditures with AFUDC is estimated to be $303.3 million.
Project Location
The proposed project would be located on approximately 10 acres of land in the Town of Paris, in Kenosha County.
Proposed schedule
- The application was submitted to the Commission in April 2024.
- If approved, the applicant anticipates construction of this project to begin in February 2025. The project is proposed to be completed and in service by July of 2026.
