Application Summary
Overview
American Transmission Company (ATC or applicant) is seeking approval to construct new 345 kV and 138 kV transmission lines and 4 to 5 substations in the counties of Calumet, Fond du Lac, Ozaukee, Manitowoc, Sheboygan and Washington. The project is divided into two geographic parts: the north scope and south scope.
In the north scope, both the North Proposed and North Alternative routes include one new 345kV transmission line that originates at the Forest Junction substation in Calumet County and travels south to the proposed Sheboygan River Substation in Fond du Lac County.
In the south scope, the South Proposed and South Alternative Route would include a 345kV transmission line that would connect the proposed Mullet River Junction Substation, run south connecting to several intermediary substations, before terminating at the proposed Cedar Creek Junction in the Town of Jackson. Both routes would include a Common Route, consisting of two new 345kV transmission lines running parallel east to west to connect to the proposed intermediary Decker Substation in Port Washington. The South Alternative Route also would include building two new 138kV transmission circuits to connect to the proposed intermediary Adell Substation in Sherman Center and the existing Holland Substation.
Included in both scopes, uprate modifications would occur on approximately 45 miles of existing lines that include replacement of 60 structures across three lines in the north scope, and replacement of 61 structures across five lines in the south scope. These existing line modifications consist of replacing select structures on existing transmission lines to improve clearances due to line uprates. Uprate portions of the project are also indicated as “Network Upgrades” or “Existing Line Modifications” and labelled as N/S-MOD-# within the Application.
Overall, the applicants have identified three routes for the north scope: Proposed, Alternative and Common; and four routes for the south scope: Proposed, Proposed – Contingent, Alternative and Common. Within the scope of the project, the applicant proposes between approximately 96-112 miles of new and updated 345 and 138 kilovolt (kV) transmission lines, varying between proposed routes. Additionally, the project includes the construction of between four and five substations, depending on the route selected, while also requiring modifications to four existing substations. Both routes would include new proposed substations: Sheboygan River, Mullet River Junction, Decker, Cedar Creek Junction. Only the north scope Proposed Route includes modification to the existing Cypress substation. Only the south scope Alternative Route includes the new Adell substation and modification work on to existing Holland and Saukville (Cedarsauk) substations.
The proposed project’s effect on existing ROW varies. The typical ROW width for the north scope ranges from 100 feet to 280 feet. The typical ROW width for the south scope ranges from 100 feet to 250 feet.

Applicant stated need
The project area was first generally identified by the applicant as necessary when WE Energies sent the applicant a new load interconnection request form (LIRF) #41052-2, in which WE Energies stated that their current distribution system was not capable of supporting the new load addition.

The applicant stated that the estimated project cost would be between $1,364,140,000 and $1,642,751,000 depending on the chosen Route.
