Application Summary
Overview
American Transmission Company (ATC or applicant) is seeking approval to construct new 345 kV and 138 kV transmission lines and 4 to 5 substations in the counties of Calumet, Fond du Lac, Ozaukee, Manitowoc, Sheboygan and Washington. The project is divided into two geographic parts: the north scope and south scope.
In the north scope, both the North West and North East routes include one new 345kV transmission line that originates at the Forest Junction substation in Calumet County and travels south to the proposed Sheboygan River Substation in Fond du Lac County.
In the south scope, the South East and South West Route would include a 345kV transmission line that would connect the proposed Mullet River Junction Substation, run south connecting to several intermediary substations, before terminating at the proposed Cedar Creek Junction in the Town of Jackson. Both routes would include a Common Route, consisting of two new 345kV transmission lines running parallel east to west to connect to the proposed intermediary Decker Substation in Port Washington. The proposed Decker Substation would also include the installation and connection of an Enhanced STATCOM (Static Synchronous Compensator) adjacent to it. The South East Route also would include building two new 138kV transmission circuits to connect to the proposed intermediary Adell Substation in Sherman Center and the existing Holland Substation.
In addition to the new construction and rebuilding of existing lines that is mentioned above, modifications to existing lines to increase their allowable ampacity is planned. This type of work is referred to as an “uprate” and can include modifications such as:
- Structure replacement.
- Modification of structures to increase attachment/structure height.
- Grading of land where ground clearance limits the allowable ampacity in upland areas.
- Increased attachment point height for lowest conductors via modification to insulator arrangement.
- Modification to under crossing or parallel circuits where clearance to crossing circuits controls (e.g., burial of a crossing distribution line).
- Modification to location of clamp along conductors (“Slip and Clip").
Areas of transmission line where modifications would be performed to achieve the uprate are referred to within the application’s tables and maps as “S-Mod” or “N-Mod.” Uprate work would include replacement of approximately 65 structures in the north scope, and replacement of 21 to 31 structures in the south scope.
In finalizing the constructability plan for the project, the applicant identified two areas where the installation of temporary bypass lines would be necessary due to safety concerns, and to avoid electrical outages. The applicant has proposed the installation of temporary bypass lines, with wooden poles, in two sections of the project. These lines and poles are expected to be in place between a few months to less than one year. Discussion pertaining to these bypass lines can be found in section 1.8.2 of the

Overall, the applicants have identified three routes for the north and south scopes: Proposed, Alternative and Common. Within the scope of the project, the applicant proposes between approximately 88-105 miles of new and updated 345 and 138 kilovolt (kV) transmission lines, varying between proposed routes. Additionally, the project includes the construction of between four and five substations, depending on the route selected, while also requiring modifications to four existing substations. Both routes would include new proposed substations: Sheboygan River, Mullet River Junction, Decker, Cedar Creek Junction. Only the north scope West Route includes modification to the existing Cypress substation. Only the south scope East Route includes the new Adell substation and modification work to existing Holland and Saukville (Cedarsauk) substations.
The proposed project’s effect on existing right-of-way (ROW) varies. The typical ROW width for the north scope ranges from 120 feet to 260 feet. The typical ROW width for the south scope ranges from 72 feet to 262 feet.
Applicant stated need
The project area was first generally identified by the applicant as necessary when WE Energies sent the applicant a new load interconnection request form (LIRF) #41052-2, in which WE Energies stated that their current distribution system was not capable of supporting the new load addition.
Estimated cost
The applicant stated that the estimated project cost would be between $2,480,770,000 and $2,724,689,000 depending on the route chosen. Of that cost, $1,099,366,000 is attributable to the E-STATCOM, which will be fully paid for by Oracle America Cloud Services, LLC (OACS). No costs related to the E-STATCOM will be paid by any other customers of ATC or Wisconsin Electric. The remaining $1,381,404,000 to $1,625,323,000 (depending on the route chosen) is attributable to the remainder of the Project.

The project would be located in the Counties of Calumet, Fond du Lac, Ozaukee, Manitowoc, Sheboygan and Washington.
