Application Summary
Overview
South Shore Energy, LLC (SSE), a subsidiary of ALLETE, Inc. and Dairyland Power Cooperative are proposing to construct a natural gas electric generating facility with a capacity of approximately 550 megawatts (MW). The project will consist of one H-class gas turbine generator (GTG), one heat recovery steam generator (HRSG) with duct firing, and one steam turbine generator (STG). The generating facility will be named the Nemadji Trail Energy Center (NTEC) facility. The project is part of a larger group of projects which include the construction of a 345-kV transmission line (Docket Number
9698-CE-101), the relocation of an existing Superior Water, Light & Power (SWL&P) 10-inch gas pipeline (Docket Number 5820-CG-106), and the construction of a new SWL&P 16-inch lateral natural gas pipeline that would tap the existing Great Lakes Gas transmission pipeline (Docket Number 5820-CG-105).
Applicant stated need
This project is proposed by an independent power producer (SSE) and Dairyland Power Cooperative. As such, the need for the project was not reviewed by the Commission.
Estimated cost
This project is proposed by an independent power producer, and the Commission does not review the project cost. The cost to Wisconsin utilities, and ratepayers, would be reviewed if the power from the facility is purchased by Wisconsin utilities.
Project location
The project will be constructed in the City of Superior, Wisconsin. The plant will be entirely within Douglas County. The project is near several other towns in Wisconsin, including Parkland; the Town of Superior; and the Village of Superior.
The power plant site will be east of the existing Enbridge Energy Superior Terminal facility on the banks of the Nemadji River. The site is approximately 26.3 acres in size with an additional approximately 24.8 acres of staging and laydown area across the street on 31st Avenue East. The project will include an approximately 3.7 mile 345-kV transmission line tap at the existing Arrowhead to Stone Lake Transmission Line as well as a new switching station located southeast of the power plant site.
Proposed schedule
- The natural gas pipeline portion of the project is anticipated to begin construction in the fourth quarter of 2022, with commercial operation in the fourth quarter of 2025.
- The power plant portion of the project is anticipated to begin construction in the second quarter of 2023, with commercial operation in 2027.
- The transmission tie-line portion of the project is anticipated to begin construction in the fourth quarter of 2023, with commercial operation in 2027.
Statutory Review
The electric generation facility is a
Type I action under
Wis. Admin. Code § PSC 4.10(1). An Environmental Impact Statement was prepared. The project received a Certificate of Public Convenience and Necessity from the Commission on January 31, 2020.
