Over​view

The Village of French Island is seeking approval for the construction of a new water system including: a new well, a distribution system, elevated storage tank, pumphouse/water treatment facilities, and well site sewer upgrades for the French Island Water System.  Properties with private wells would be required to abandon the existing private wells when service becomes available to avoid system contamination.  The Village of French Island is also seeking approval to acquire the facilities from the Campbell Water Utility and to provide service to customers in the former Town of Campbell, now residents of the Village of French Island, due to the incorporation of the town to the now Village of French Island.  This incorporation has resulted in the proposed project, previously proposed in docket 935-CW-102, to be transferred to the current docket 6812-CW-100.  The project design has not changed and is functionally identical to the project previously referred to as the Campbell Water System project.

Applicant Stated Need

The project is needed to provide safe drinking water for village residents. The majority of village residents currently source drinking water from private wells. Wisconsin DNR issued a water advisory advising residents that the groundwater is not fit for human consumption due to potential human health risks. This project would provide a safer alternative water supply.

Estimated Cost

The applicant states that the estimated project cost is $55,815,895.  The Village proposes requiring residents to abandon private wells and connect to the new distribution system when service becomes available to them.  The applicant proposes requiring residents to pay the associated costs, but is also seeking funding programs available for these costs.

Project Location

The project would be located in the Village of French Island in La Crosse County, Wisconsin.

Proposed Schedule

  • The Town of Campbell submitted the original application to the Commission in October 2025.  The town has since incorporated as the Village of French Island.  The previous docket 935-CW-102 has been closed to allow for the Village of French Island (applicant) to create the current docket. 
  • The Village of French Island submitted the updated application for the proposed project to the Commission in July 2026.
  • If approved and all necessary permits are acquired, the applicant anticipates construction for this project to begin December 1, 2026 with an estimated completion date of May 15, 2029.​

​​The proposed project​ is categorized as a Type II action under Wis. Admin. Code § PSC 4.10(2). The Commission will prepare an Environmental Assessment (EA) for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the EA is complete that will determine whether the preparation of an Environmental Impact Statement (EIS) is necessary.
