Purchased Water Adjustment Clause (PWAC)

The Purchased Water Adjustment Clause application offers a utility the ability to file for a water rate adjustment based on a rate increase from its wholesale supplier.  A utility must make a request to authorize a PWAC rate change to the Commission within 90 days of the Final Decision in a conventional rate case authorizing a change to its wholesale supplier's rates.   

If the utility does not file a PWAC application within the 90 day period, it cannot adjust its rates until the time of its wholesale provider’s next conventional rate case or the utility files an application for its own conventional rate case.  A utility must file the application using the PSC's Electronic Records Filing (ERF) system within 90 days of the wholesaler’s Final Decision (not the effective date of the wholesaler’s rates).
