Application Summary
Overview
Wisconsin Power and Light Company (WPL) is seeking approval to construct a new Liquefied Natural Gas (LNG) facility including two billion cubic feet (BCF) of storage and associated systems to pretreat, liquefy, store, and vaporize LNG in the Towns of Beloit and Rock, Rock County, Wisconsin. The major components of the proposed project include feed gas pretreatment and liquefaction systems as well as LNG storage and sendout systems. WPL is seeking a Certificate of Authority (CA) and all other approvals required to construct the LNG storage plant and other necessary related facilities.
Applicant stated need
The proposed project is needed to address WPL’s firm natural gas capacity deficit for future firm demand and additional load including from WP&L’s Riverside generation units while improving system resiliency through local control of a portion of WPL’s natural gas supply.
Estimated cost
The construction cost of the proposed project is currently estimated at $517 million with a requested $520 million of Allowance for Funds Used During Construction (AFUDC).
Project location
The applicant proposes to construct this project on 100 acres of land in the Towns of Beloit and Rock, Rock County, Wisconsin.
Proposed schedule
- The applicant submitted the application to the Commission in February 2025.
- If approved, the applicant anticipates construction of this project to begin in February 2026 with an estimated completion date of May 2028.
Statutory Review
This LNG storage facility is a Type II action under Wis. Admin. Code § PSC 4.10(2). The Commission will prepare an Environmental Assessment (EA) for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the EA is complete that will determine whether the preparation of an Environmental Impact Statement is necessary. Comments on this preliminary determination will be accepted and considered before a final determination is made. At the time of the preliminary determination, the Commission shall make copies of the EA available to those persons that request it.
