Application Summary

Overview

Wisconsin Gas LLC, doing business as We Energies, is seeking a Certificate of Authority (CA) to newly construct approximately 12 miles of 12-inch steel natural gas pipeline with a maximum allowable operating pressure of 850 pounds per square inch gauge (psig) in Dodge and Washington Counties, Wisconsin.  The project would also include increasing the pressure of an existing high-pressure natural gas system from 400 psig to 850 psig, which would require upgrading an existing valve assembly, gate stations, and district regulator stations. Five valve assemblies would also be installed in the system as part of this project, including one new valve assembly location.

The project proposes two potential routes, Route A and Route B, with segments that would allow for combinations of both Route A and Route B. The project would connect into the existing high-pressure pipeline fed by the Guardian pipeline at the Rubicon Gate in the town of Hustisford and the existing transmission pipeline that ties into the ANR pipeline at the Hartford East Gate in the town of Jackson. Both routes largely follow Arthur Road and Pleasant Valley Road in a west/east direction, with Route A crossing agricultural land to the north and Route B following the rights-of-way (ROW) more closely. Route A would be approximately 12.5 miles in length including a total of 182 acres of ROW. Route B would be approximately 11.7 miles in length including a total of 155 acres of ROW. Route A would share 32 percent of its total ROW with existing ROW and Route B would share 33 percent with existing ROW. ​

Applicant stated need

The applicant stated the project would provide additional natural gas deliverability and reliability to the northern suburbs/lakeshore of Milwaukee, Wisconsin. This region is currently supplied by just one interstate pipeline, ANR, and the need to add additional gas supply cannot be reliably supplied from ANR alone during high use periods. The addition will increase reliability by providing supply diversity and will provide the future opportunity to increase firm services in the area.

Estimated cost

The applicant stated that the estimated project cost would be approximately $40.6 million if Route A is selected and approximately $42.2 million if Route B is selected.

Project location

The project would be located within Dodge and Washington Counties, Wisconsin.

Proposed schedule​​

  • The applicant submitted the application to the Commission in December 2024.

  • If approved, the applicant anticipates construction for this project to begin in the spring of 2026 and be in-service in the fall of 2027. ​

Statutory Review​

This natural gas transmission project ​is a Type II​ action under Wis. Admin. Code § PSC 4.10(2)​. ​The Commission will prepare an Environmental Assessment (EA) for this project that will evaluate the routes​ of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the EA is complete that will determine whether the preparation of an Environmental Impact Statement is necessary. Comments on this preliminary determination will be accepted and considered before a final determination is made. At the time of the preliminary determination, the Commission shall make copies of the EA available to those persons that request it.​
