Application Summary
Overview
Foundry Ridge Energy Center LLC, managed by Invenergy, (applicant) is seeking approval to construct a new natural gas-fired electric generation facility with a total capacity of 324 megawatts (MW) in the Town of Darien in Walworth County, Wisconsin. Major components of the project include three 108-MW gas turbines and air-cooled generators, and a 138 kV generator transmission tie lie. The point of interconnection would be the North Creek Substation, located directly adjacent to the Darien Solar Substation. Project facilities would also include on-site wells, electrical interconnection, stormwater and wastewater management systems, and other support functions. We Energies-Gas Operations (WE-GO) would be responsible for constructing, operating, and owning a natural gas pipeline lateral to connect to the project.
The applicant provided two possible locations for the proposed project – the Proposed Site and the Alternative Site. The Proposed Site would be located at the Darien Solar site on the corner of North Road and Creek Road. The permanent footprint for this site would be 16 acres and would impact another two acres for the gen-tie right-of-way (ROW). An additional 16 acres would be temporarily impacted during construction. The Alternative Site would be located about two miles east of the Proposed Site, on Creek Road. The permanent footprint for this site would be 15 acres and would impact another 22 acres for the gen-tie right-of-way (ROW). An additional nine acres would be temporarily impacted during construction.

The project is a wholesale merchant plant. Therefore, the Commission does not review the project cost. The cost to Wisconsin utilities and ratepayers would be reviewed if the facility or power from the facility is purchased by Wisconsin utilities.

Proposed schedule
- The applicant submitted the application to the Commission in August 2025.
- If approved, the applicant anticipates construction for this project to begin in September 2026 with an estimated completion date of March 2028.
