Application Summary
Overview
The Town of Campbell is seeking approval for the construction of a new water system including: two (2) or three (3) final wells, a distribution system, elevated storage tank, pumphouse/water treatment facilities, and well site sewer upgrades for the Campell Water System.
Applicant Stated Need
The project is needed to provide safe drinking water for town residents. The majority of town residents currently source drinking water from private wells. Wisconsin DNR issued a town-wide water advisory advising residents that the groundwater is not fit for human consumption due to potential human health risks. This project would provide a safer alternative water supply.
Estimated Cost
The applicant stated that the estimated project cost is $64,775,500.

The project would be located in the Town of Campbell in La Crosse County, Wisconsin.
Proposed Schedule
- The applicant submitted the application to the Commission in October 2025.
- If approved, the applicant anticipates construction for this project to begin in January 6, 2025 with an estimated completion date of October 15, 2028.
The proposed project is categorized as a
Type II action under Wis. Admin. Code § PSC 4.10(2). The Commission will prepare an Environmental Assessment (EA) for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the EA is complete that will determine whether the preparation of an Environmental Impact Statement (EIS) is necessary.
