Application Summary
Overview
Badger Hollow Wind Farm LLC, a wholly owned subsidiary of Invenergy LLC, is seeking approval to construct a wind energy generating facility with a generating capacity of 118 MWac (megawatt alternating current) in the Towns of Clifton, Eden, Linden, Mifflin, and Wingville in Grant and Iowa Counties, Wisconsin. The project study area that was evaluated is approximately 15,704 acres, of which, the leased acreage for the project makes up 13,261 acres. Of these 13,261 acres, approximately 570 acres of temporary ground disturbance impacts are expected during construction of the project, and approximately 28 acres will host the long-term operational facilities of the project. The major components of the proposed project include up to 19 wind turbines, approximately 44 miles of underground 34.5 kilovolt (kV) collector circuits, a 345 kV collector substation, an approximately 0.26-mile 345 kV gen-tie transmission line to connect to the existing 345 kV Hill Valley Substation, up to two meteorological towers, up to two aircraft detection lighting system towers, access roads, and an operation and maintenance building. The project proposal includes a total of 25 turbine locations, with 19 proposed wind turbine locations and 6 alternative wind turbine locations. Applicant Stated Need
This project is proposed by an independent power producer. Therefore, the need for the project is not reviewed by the Commission.
Estimated Cost
This project is proposed by an independent power producer. Therefore, the Commission does not review the project cost. The cost to Wisconsin utilities, and ratepayers, would be reviewed if the facility or power from the facility is purchased by Wisconsin utilities.
Project Location
The applicant proposes to host the long-term operational facilities for this project on 28 acres of land in the Towns of Clifton, Eden, Linden, Mifflin, and Wingville in Iowa and Grant Counties, Wisconsin.
Proposed Schedule
- The applicant submitted the application to the Commission in October 2024.
- If approved, the applicant anticipates construction for this project to begin in Summer 2026 with an estimated completion by the end of 2027.
Statutory Review
The wind electric generation facility is a
Type II action under
Wis. Admin. Code § PSC 4.10(2). The Commission will prepare an Environmental Assessment (EA) for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the EA is complete that will determine whether the preparation of an Environmental Impact Statement is necessary. Comments on this preliminary determination will be accepted and considered before a final determination is made. At the time of the preliminary determination, the Commission shall make copies of the EA available to those persons that request it.
