Two Creeks Solar Project Information

Project Summary
  • Overview: Two Creeks Solar, LLC is proposing a 150 megawatt photovoltaic (PV) solar electric generating facility. The project would be located on approximately 1,300 acres of primarily agricultural land. The major components of the project would include the PV panels, power conversion units, inverters, collection lines, a collector substation, and an operation and maintenance building. The proposed project would be fenced, with some alternative sites available for evaluation. The solar generation site would connect to the existing transmission system by a tie-line that is being reviewed in docket 9696-CE-101.
  • Applicant's Stated Need: This project is proposed by an independent power producer, Two Creek Solar, LLC, a subsidiary of NextEra Energy Resources, LLC. As such, the need for the project is not reviewed by the Commission.

    When a Wisconsin utility such as Wisconsin Public Service Corporation or Madison Gas and Electric propose to purchase a site such as this, or the power from a generation site owned by an IPP, they must show need for that purchase. Commission docket 5-BS-228 is currently reviewing the need for the aforementioned utilities to purchase the Two Creeks solar generation site.
  • Project Cost: This project is proposed by an independent power producer, and the Commission does not review the project cost or need. The cost to Wisconsin utilities, and ratepayers, would be reviewed when the facility or its power is purchased by Wisconsin utilities.

    For this project, Wisconsin Public Service Corporation and Madison Gas and Electric propose purchasing the facility if it is approved by the Commission. The docket reviewing that proposal is 5-BS-228.
  • Project Timeline: Update: The project was approved in April 2019. Construction began on the solar arrays in August 2019, and the tie-line in February 2020.

    The application was submitted to the Commission on May 30, 2018. The proposed construction schedule for the Two Creeks solar generation project and tie-line is for construction of the solar site to begin in August 2019, and the tie-line construction to begin in May 2020. The project is planned to be completed and in service by December 2020.

  • Project Location:The solar generation part of the project is located in the town of Two Creeks, Manitowoc County, and the tie-line that would connect the generation site to the transmission system extends north into the town of Carlton in Kewaunee County. 
Opportunities for Public Participation

The Public Hearing process has concluded.

A hearing was held for parties to the proceeding on Tuesday, January 15, 2019, at the Public Service Commission in Madison. A public hearing, intented for members of the general public, was held on Tuesday, January 22, 2019, at the Lester Public Library in Two Rivers.

In addition, a public scoping meeting for the environmental assessment was held on Wednesday, October 3, 2018, with sessions at 3:00 p.m. and 6:00 p.m.

Statutory Review
  • This is a Type 3 action under Wis. Admin. Code § PSC 4.10(3). Type III actions normally do not require preparation of an EA or an environmental impact statement (EIS). However, an evaluation of a specific Type III proposal may indicate that the preparation of an EA is warranted for that proposal. The transmission tie line is a Type II action under Wis. Admin. Code § PSC 4.10(2) and requires the preparation of an EA. The Commission will prepare an EA for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. Wis. Stats. § 1.11.
