Project Summary
  • ATC is proposing to expand the Highland Substation in the town of Eden and construct a new 2.6 mile double-circuit transmission line south from the Highland Substation to connect with line Y-138 near the village of Cobb in the town of Eden in Iowa County. Additionally, the transmission line between the Highland Substation and the Spring Green Substation in the town of Sauk in Sauk County would be uprated.

  • Applicant stated need: The project is necessary to address thermal overloads and generator stability issues under single contingency conditions as a result of the 300 MW Badger Hollow solar generating facility interconnection to the ATC system.

  • Estimated cost: the proposed project is estimated to cost $15,574,600.

  • Project Location (see map): The extension of Y-138 and the Highland Substation would be located in the town of Eden in Iowa County. X-17 structure replacement and modification would occur in the towns of Eden, Highland, Clyde and Wyoming in Iowa County, and town and village of Spring Green in Sauk County.

  • Proposed schedule:

    The application was submitted to the Commission on September 28, 2020.

    The Commission is reviewing the project, with no firm schedule as to a decision date at this time. The environmental analysis will occur during late 2020.

    If approved, the project is expected to be placed in service by December 31, 2021.

Statutory Review
  • The proposed project is a Type II action under Wis. Admin. Code § PSC 4.10(2). The Commission will prepare an EA for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the EA is complete that will determine whether the preparation of an EIS is necessary. Comments on this preliminary determination will be accepted and the Commission shall make copies of the EA available to those persons that request it.
