The J-88 Caldron Falls-Goodman Project Information

Project Summary
  • The Caldron Falls-Goodman (J-88) Project (Project) consists of upgrading 21.4 miles of existing 69 kilovolt (kV) line to 138 kV between the Caldron Falls Hydro and Goodman substations. The upgrade includes associated work at the Fox Hills Switching Station. Additionally, rerate work will be conducted by Wisconsin Public Service Corporation (WPS) on distribution assets between the Fox Hills Switching Station and the Silver Cliff Substation. The rerate work consists of lowering the distribution underbuild to resolve clearance concerns.

  • Applicant's Stated Need: The upgrade Project is an asset-renewal-driven project needed to address the poor condition of the existing J-88 transmission line, which is reaching the end of its useful life.

  • Project Cost: The estimated Project cost is $28.2 million.

  • Proposed Project Schedule: American Transmission Company and ATC Management Inc., (ATC) anticipates beginning construction in January 2019, placing the new transmission line in-service in June 2020, and completing the removal of the existing transmission line in October 2020.

  • Project Location (see map): The Project is located in the northwest area of Marinette County, Wisconsin, and includes in the Towns of Stephenson, Silver Cliff, Athelstane, and Goodman.

Statutory Review
This is a Type II action under Wis. Admin. Code § PSC 4.10(2). An environmental assessment will be prepared to determine whether an environmental impact statement is necessary under Wis. Stats. § 1.11.
