Application Summary
On April 14, 2021, American Transmission Company, LLC (ATC or applicant), filed an application with the Public Service Commission of Wisconsin (PSC or Commission), to receive a Certificate of Public Convenience and Necessity (CPCN) for the authority to construct a new, single-circuit 138 Kilovolt (kV) transmission line from the Howard Grove Substation in the town of Herman to the Erdman Substation in the town of Sheboygan. The project would also include modifications at the Howards Grove, Erdman, Forest Junction and Lodestar substations.
Applicant stated need: The applicant states that the Sheboygan area possesses unique characteristics contributing to the need for increased transmission facilities due to a large point load that is generally on 24 hours a day, seven days a week. Additionally, there are only two 345 kV circuits and one 138 kV circuit feeding the area. For approximately seven miles, the two 345 kV circuits share common towers, resulting in the potential of a single point of failure for both 345 kV lines. Finally, the only significant generation in the area (Edgewater Generating Station) is scheduled to be retired in 2022.
Estimated cost: ATC estimates that the project would cost $25,606,000 for the Preferred Route and $31,701,000 for the Alternate Route.
Project Location: The proposed project consists of a new 138 kV transmission line from the Howards Grove Substation to the Erdman Substation, and would route through the towns of Brigham, Mosel, and Sheboygan, and the village of Howards Grove all in Sheboygan County.
Proposed schedule:
- If the project is approved, construction is scheduled to begin in May of 2022 and complete in December of 2022.
Statutory Review
The Project is categorized as a
Type II action under
Wis. Admin. Code § PSC 4.10(2). The Commission will prepare an Environmental Assessment (EA) for this project that will evaluate the location of the project and its potential environmental, community, and private property impacts. There will be a preliminary determination when the EA is complete that will determine whether the preparation of an Environmental Impact Statement (EIS) is necessary.
