Can the utility forgive or forgo a late payment charge (LPC) on a delinquent water bill?

A utility cannot waive a properly applied LPC that has been authorized by the PSC under Wis. Adm. Code s. PSC 185.33 (9) or (10) and included in the utility's filed rates (in the billing paragraph of schedule Mg-1).
