Water, Electric, Gas and Sewer Annual Report System
Version 6.07, 4/15/09
Notice (April 15, 2009) WEGSARS bug fix release 6.07 is now available for download and installation. A list of error corrections is available here. Please note that this is a client-only installation and requires that you first install version 6.00. Bug fix releases are cumulative and incorporate all of the changes that were included in previous 6.x releases. The benefit of a client-only installation is that there is less of a chance of dropping work you already have in progress, as the database file is not included. If you are installing this in a network environment, you may install version 6.00 once, placing the database on the network, then run many installs of ver. 6.04 on other machines pointing to the same database folder. If you have already filled out your report and gotten a clean Edit Check Report, this release is optional, though recommended. If you have not yet gotten a clean Edit Check Report, it is possible that this release will solve some of your problems and you should install it before asking for help. Note that you must be at ver. 6.04 or higher if you have an Electric Section or a Sewer Section. It is recommended that all utilities install this release prior to January, 2010, so that everyone can begin the 2009 reports at the same release level.
Several bugs have been reported in WEGSARS release 6.00. Our intent is to fix as many of these as possible before issuing the next release. Thank you to those who have implemented the system and quickly spotted problems. We are adding a document here to let you know what has been reported and what is being worked on. If you discover a bug, please check this list before calling, as we may already know about it. We hope to issue a new release later this week. Please note that, although there are several instances where prior year values are not coming forward into the new year schedules, this is not necessarily an error. Where the account codes from last year's report do not precisely match the account codes in the new report (due to changes in the Uniform System of Accounts), you will have to make the determination yourself as to the proper first-of-year values. This problem should go away with next year's report. With error correction releases, any work you have already done on your Annual Report will be preserved with the updates, and you should not lose any work. If you have already begun your report, you may continue; if you have not yet started, you do not need to wait for the next release before you begin.
The Water, Electric, Gas and Sewer Annual Report System (WEGSARS), release 6.00, is available for download and installation. The WEGS 2007 Annual Report Import Files are also available for download. Before you begin to complete the 2008 report, you must load the final version of your 2007 report into the version 6 database. If you are working from the same computer you used to file last year's report, it is likely already present and available for import from the C:\PSC\WEGSARS5\EXPORT directory. If you do not have a current version of the 2007 report on your computer, or are unsure, you should download the report from the link below and import the report before beginning the 2008 report. Many changes have been implemented for WEGSARS for the 2008 reporting year. The current version of the program is release 6.00. This release is mandatory for everyone filing the 2008 report. A summary of changes new to this release can be found here. Due to the many changes incorporated in this release, it is highly likely that errors will be discovered that will require one or more additional enhancement releases. We ask your patience with this process and encourage you to notify us as soon as possible if you discover errors in the system.
The Public Service Commission (Commission) is in the process of updating the Water, Electric, Gas, and Sewer Annual Report System (WEGSARS) for the 2008 reporting year. The new release will be available for download on this page, sometime in mid to late January 2009. The major change to the annual reporting system for the 2008 reporting year, is utilities will be required to report using the Uniform System of Accounts that became effective January 1, 2008. You can view the latest copy of the Uniform System of Account at the following link, http://psc.wi.gov/thelibrary/usoa/index-usoa.htm. Commission staff relies on utilities to provide accurate information within these reports as well as filed in a timely fashion. Staff uses the data contained within these reports in day-to-day activities. The annual reports allows the PSC to stream line processes and results in fewer questions to utilities if no report were filed. Annual Reports not being filed in a timely fashion results in more time spent by PSC staff for follow up phone calls inquiring as to why the report has not been received and also puts delay in other processes such as simplified rate cases, conventional rate cases, queries, remainder assessments, updated benchmark information, and in house databases, just to name a few. Effective immediately, for those utilities who are not up-to-date with their latest PSC annual report filing, all PSC regulatory processes for those utilities will be put on hold.
