Instructions for Completing HRAC Calculation Excel File
1. Download and open the Excel file.
2. The Excel file is divided into separate sheets, indicated by
the tabs at the bottom of the screen. The file should open in the
"Utility Inputs" sheet tab. This is the only sheet where
input from the utility is required. Input is required only for the
unshaded (white) cells. The shaded cells do not require input, and
are protected.
3. Enter information for utility name, utility ID number, and exchange
ID numbers in rows 3-7. These ID numbers can be found in the "Calling
Areas" sheet tab.
4. Continuing on the "Utility Inputs" sheet tab, enter
information for rates charged for basic single party residential
(R-1) service, flat rate extended area service (EAS), touch tone,
911 surcharge, and extended community calling (ECC), in rows 10-21.
5. For purposes of this calculation, the Commission has determined
that the statewide average price of one minute of intrastate toll
service is $.102 per minute. If a company wishes to use a different
rate in cell D23 on the "Utility Inputs" sheet tab, it
must supply a company-specific rate based on billing records for
its customers.
6. On rows 31 through 102 of the "Utility Inputs" sheet
tab, enter the number of access lines as of 12/31/07, or more recent
date, located in each county, separately for each exchange.
7. Rename the Excel file (using File, Save As) "HRAC calculations
XXXX.xls", with the "XXXX" designating the utility's
four-digit Commission identification number.
