Becoming Certified as a Telecommunications Reseller


1) Complete our fillable application form and save file (to be used with attachments). (40 kb)
2) Attach certificate of registration from the Wisconsin Department of Financial Institutions (www.wdfi.org).
3) Attach any available promotional materials.
4) Attach a statement, signed by an officer of the corporation, stating that the reseller does not own or control more than $400,000 worth of telecommunications transmission equipment (excluding switches) in Wisconsin.
5) Scan items 1-4 above into a single file, converted to PDF format. 1
6) File application, and all supporting documents, via the Public Service Commission's (PSC) Electronic Regulatory Filing (ERF) system located at http://psc.wi.gov/apps/erf_public/default.aspx. It is important to read "How to File Electronically" in order to understand the process. Application will not be processed until the PSC has received both your application fee check ($250), which is sent via mail, and your electronically-filed reseller application. Failure to file pursuant to instructions may result in the rejection of the application.
7) Mail check only, for the $250 filing fee, to the Public Service Commission, Attn. Records Management, 610 N. Whitney Way, PO Box 7854, Madison, WI 53707-7854. Please include the applicant utility name in the memo section of the check.

What is the difference between a reseller and a CLEC?
Both resellers and CLEC's may operate switches, but only CLECs may operate transmission facilities within Wisconsin. Information on becoming a CLEC may be found here.

How long does an application usually take to process?
Applications usually take about 1-2 months to process, from the time the PSC receives the application to the time at which the order is issued.

Is local counsel required?
No. Many resellers choose to have counsel, but it is not required by the PSC.

What are the most common reasons for delayed certification?
  • Application is filed in paper form rather than via the Electronic Regulatory Filing (ERF) system.
  • Application fee ($250) is not sent via mail at the time the application is submitted via ERF.
  • Failure to provide a Department of Financial Institutions certificate.
  • Failure to complete the entire form.
