Guidelines For Tariff Submission

As of January 31, 2005, telecommunication utilities must submit all new and amended tariffs to the PSC of Wisconsin via the Electronic Regulatory Filing (ERF) system. All documents must be converted to PDF (Portable Document Format) before they can be submitted.

Who is required to submit tariffs?

All incumbent local exchange telecommunications utilities are required to file tariffs. Other providers must file a tariff if mandated by their certification orders. (Resellers are not required to file tariffs nor are resellers’ tariffs placed on file.)

 

What is the process for submitting a tariff amendment?

  1. Locate your current complete tariff on the PSC website http://psc.wi.gov/apps/tariffs/default.aspx.

  3. Determine where each of the new sheets in the proposed amendment filing should be placed in the PDF sequence and note the current amendment number of any pages to be replaced.

  5. Create a cover letter (see sample letter) that includes your utility name and utility number along with the following:

    • Type of tariff: Local (L), Promotional (P) or Access (A). NOTE: only one type of tariff (Local vs Promotional vs Access) should be addressed on any given amendment.

    • Description of tariff (i.e., DSL Service, Custom Calling Service, etc.).

    • Tariff section number: what section the tariff is located in.

    •  
    • Tariff page number: what page number the tariff begins with.

    •  
    • Replaces amendment number: what is the old amendment number on the page(s) that the new submitted one is replacing. (For a multi-page tariff filing, the new filing could be replacing pages with several different amendment numbers.)

    • PDF page number: what is the page number of the tariff amendment when placed in the PDF file. ( IMPORTANT – this is the sequential PDF file page, which may have no relation to the tariff section or page.)

  7. Please begin the amendment number process with number 600. Then, the next filing of any tariff for your company will be amendment number 601, etc. Be sure to include the amendment number on all new or revised pages and on the cover letter.
     
  8. Combine the cover letter and tariff document into a single PDF file.
     
  9. Submit the cover letter and tariff pages via the PSC ERF system http://psc.wi.gov/apps/erf_public/default.aspx. If you are a first-time user, it is important to read the ERF instructions completely prior to attempting to submit a document. All documents must be converted to PDF in order to submit them to ERF. See “How to Submit the Tariff Amendment,” below.

  11. After the PSC has accepted the tariff amendment, an approval stamp will be placed on the cover letter and a sheet explaining the basis for placing the tariff on file will be attached. This document will be placed in the ERF system and notice will automatically be sent to any person who has subscribed to such notice. See instructions in the ERF for information on how to subscribe. PSC staff will incorporate the amended pages into the electronic tariff on file at the PSC.

  13. If you are submitting a complete revision to an existing tariff, treat it as you would any other amendment, but do not identify all of the amendment numbers on existing pages. The old tariff will be placed in a superseded tariff file.

 

How to Submit the Tariff Amendment?

NOTE: Before uploading the document, the cover letter and tariff pages must be a single PDF file.

On the first “Upload” page within ERF, be sure to:

Enter your Utility ID number.

  • In the Description box enter a description using the following format.
    Specify the tariff type (Local Tariff, Promotional Tariff, or Access Tariff) followed by the utility number, a hyphen, and the amendment number.
    Example: Local Tariff, 1111-600
  • In the Select Document Type box, choose Tariffs.
  • Click the Upload Docket Files button.

The maximum sum of all file sizes per upload is 20 MB (20,000kb). If the maximum is exceeded, no file will be uploaded to the PSC, and you will be required to start the upload process again.

Click Browse button to select the document you would like to upload.

Do not change the number of files to be uploaded after you have started specifying files or all entries will be cleared.

If the document name or description is empty, the document will not upload.

The ERF upload system will only accept documents in PDF and Excel spreadsheet format.

What is the process for a newly certified provider submitting an initial tariff?

For initial tariffs, the process is similar, considering the fact that there will be no existing tariff. Thus, skip step 1 and ignore the non-applicable items in step 2.
