Area Code Relief - 920/274 Area Code Overlay Implementation Schedule

When the docket to investigate area code relief options for the 920 area code was first opened in June 2007, the anticipated exhaust date was the second quarter of 2010.  However, by the time the Commission’s overlay order was issued in December 2008, the anticipated exhaust date had already moved out two years.  Consequently, the 920/274 implementation schedule was crafted to accommodate the anticipated exhaust date that was in place at that time (the second quarter of 2012).  Since December 2008, the forecasted exhaust date of the 920 area code has been extended several times due to the various number conservation measures implemented in Wisconsin and the lingering economic downturn.

At its November 11, 2010, open meeting, the Commission decided to postpone the implementation of the 274 area code.  This action did not change the Commission’s decisions to use an overlay to provide relief in the 920 area code or the 19-month implementation period adopted by the Commission in its December 8, 2008, order, simply the starting point.  A Supplemental Final Decision was issued in this proceeding on November 15, 2010. On December 7, 2010, Industry reached consensus on a modified implementation schedule (see the table below). However, by October 2012, the forecasted life of the 920 area code was again extended to the fourth quarter of 2017.  The Commission considered this updated forecast at its open meeting of November 21, 2012.  Although the 920/274 area code overlay will allow residents to maintain their existing area code and their 7-digit local telephone number, there are always inconveniences and potential expenses associated with the introduction of a new area code. Thus, with the 920 exhaust date not expected until 2017, the Commission decided to further postpone the implementation of the 274 area code to ensure that residents living in the 920 area code will not be subject to these changes before it is necessary.  Additionally, the Commission decided to use “triggers” to determine when it is most appropriate for NANPA and Industry to develop a revised implementation schedule.  Triggers are generally associated with the quantity of central office codes remaining in the area code or the forecasted exhaust date, or both.  When triggers are established, all pending relief activities are temporarily suspended until the trigger point(s) is achieved.  In this case, the Commission ordered that a revised implementation schedule be set once the quantity of available central office codes in the 920 area code falls to 50 or the forecasted life of the 920 area code is within 24 months of exhaust.
