Pipeline Safety Program
The PSC pipeline safety engineers inspect Wisconsin’s 11 natural gas utilities for compliance
with state and federal pipeline safety codes. To ensure compliance with
these codes, the pipeline safety engineers:
- Visit the main office of each utility, and review all procedures required by the safety code,
such as:
- Operating and Maintenance Plan
- Emergency Plan
- Construction Procedures
- Operator Qualification Program
- Integrity Management Plans
- Public Awareness Plan
- Damage Prevention Plan
- Alcohol and Drug Testing Plan
- Review each utility's construction plan and carry out scheduled and no-notice on-site inspections of the construction.
- Review each utility's violations from the prior year to determine if they have been
satisfactorily corrected. Also, review the operating history of the utility including but
not limited to leakage history, incidents and compliance.
- Inspect gate stations and district regulators to ensure they are adequate
in terms of overpressure protection and capacity.
- Complete field checks of cathodic protection, emergency valves, bridge piping, and line markers.
- Inspect Master Meter operators on a 3 year cycle, or as needed.
- Inspect all jurisdictional liquid natural gas (LNG) facilities

Information from Wisconsin’s 11 Natural Gas Utilities’ Distribution Facilities is submitted to the
U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration on an annual basis.
