Global Warming

In April 2006 with Executive Order 191, Governor Doyle established the Global Warming Task Force to look at reducing of greenhouse gas emissions, advise the Governor on opportunities to address global warming locally while growing our state's economy, and to identify specific short term and long term goals for reductions in greenhouse gas emissions in Wisconsin.  The Task Force issued an Interim Report in February 2008 requesting that the Public Service Commission of Wisconsin investigate the following issues:

  • Innovative utility ratemaking approaches that promote conservation and efficiency programs by removing the disincentives that may exist under current ratemaking policies.
  • Innovative rate designs that provide more accurate price signals to customers to incent reductions of GHG emissions associated with their energy consumption.
  • Development and implementation of a number of programs that will encourage and enable customers to reduce their contributions to utility peak demand.
  • Convene a study group to look at the technical and economic potential for developing wind energy on Lake Michigan and Lake Superior.
  • Convene a special commission to explore the potential for geologic carbon sequestration for carbon dioxide produced by Wisconsin’s electricity generation fleet.

Based on the initial Global Warming Task Force recommendations, in April 2008 the Commission opened five dockets to explore initiatives and policies.

In July 2008 the final report on the Governor’s Global Warming Task Force recommendations, Wisconsin’s Strategy for Reducing Global Warming were forwarded to the Governor.  The PSC anticipates additional dockets in response to the recommendations.
