On April 3, 2008, the Commission issued a notice opening this docket for investigation.

PSC Commissioner Lauren Azar is leading this investigation, and a study group has been formed in support of this effort.  Wind on the Water (WOW) group members represent utilities, environmental organizations, customer and community groups, Indian tribes and state agencies such as Department of Natural Resources, Department of Administration and Board of Commissioners of Public Lands.  Key state agency members David Siebert (DNR), Dan Sage (PSC) and Mike Friis (DOA) are co-chairing work groups in support of this docket.  The group is aiming to put its draft paper resulting from this investigation out for public comment in early fall 2008.  The paper and public comments are expected to be brought before the Commission before the end of 2008.
