Who is Regulated by the PSC?

Who is regulated by the PSC?

The PSC is responsible for regulating the rates, safety, adequacy and quality of service of electric, natural gas, water, combined water and sewer utilities and certain aspects of local telephone service.  The PSC’s purpose is to ensure that safe, adequate and reasonably priced services are provided to utility customers. More than 1,100 utilities are under the agency's jurisdiction. The electric, gas, and water utilities must obtain PSC approval before instituting new rates, issuing stocks or bonds, or undertaking major construction projects such as power plants, water wells, and transmission lines.

The extent of regulation of traditional telephone service providers varies by type of local service provider.  The PSC regulates some aspects of Local Exchange Carriers (LEC), resellers and telecommunications cooperatives but only has quality of service jurisdiction and does not approve rates for Alternate Exchange Carriers (AEC) and Voice Over Internet Protocol (VOIP).
