Application to Increase Water and/or Sewer Rates
The application to increase water and/or sewer rates is available to municipal
utilities and consultants. All the necessary forms and instructions to complete
them are linked together as part of a Microsoft Excel 2000 file. This file
has been tested with Microsoft Excel 97 and 2000. Commission staff experienced
some problems with the file in earlier versions of Excel and therefore are only
supporting the use of this file in Microsoft Excel 97 or higher. If you
would like to request an application, complete the form below and click on the
submit button. An application will be e-mailed back to you as an Excel
file attachment. Each request will be tailored to a specific utility and
includes historical information from the PSC annual reports.
All applicable sections of the application must be completed and submitted to
the Public Service Commission (PSC) in order for us to process your request to
increase rates. Our goal is to process a rate case application within 90
days after receipt by the PSC. Therefore, it is important that accurate
and complete information is filed. Upon receipt of the required
information, staff will review that data, including the annual reports on file
with the PSC. A PSC staff exhibit, including recommended rates, will be
prepared and sent to your utility for review. Approximately 80 days after
filing your application, a public hearing will be held. At least one
person familiar with utility operations will be required to testify and answer
any questions regarding the requested increase in rates.
Applications filed with the PSC prior to August 1, 2009, should be based on a 2009 test year. Applications filed after August 1, 2009, should be based on a 2010 test year.
