Conserve Wisconsin
In mid-August, Governor Jim Doyle unveiled Conserve Wisconsin, a package of legislation and executive orders to safeguard Wisconsin’s environmental legacy. The agenda focuses on protecting our waterways, conserving our lands, revitalizing urban neighborhoods and promoting energy conservation and innovation.

Integrated Gasification Combined Cycle Technology
As a part of Conserve Wisconsin, Governor Doyle asked the Public Service Commission (PSC) and the Department of Natural Resources (DNR) to investigate Integrated Gasification Combined Cycle (IGCC) technology and its potential for the future of Wisconsin.

IGCC converts coal into gas. The gas is cleaned and then burned in a combined cycle gas turbine power plant. IGCC dramatically reduces air emissions, water use and industrial waste, but there are unanswered questions about the technology’s reliability and cost.

Development of Clean Coal Study Group
The Clean Coal Study Group was created to analyze the technology and answer the questions about reliability and cost.

PSC Commissioner Mark Meyer and DNR Air and Waste Administrator Al Shea will lead the effort. Study group members include environmental organizations, customer and labor groups, research institutions and electricity providers. The public is invited to join the effort. The group will provide Governor Doyle with a summary of its investigation in the spring of 2006.
